This required paper is ranked no.1 for all types of tours to Tibet, no matter where the turists want to travel inside Tibet; this means you must have this permit applied in advance if you want to travel to Tibet A.R. (XIZANG)

This paper is issued by Armed Police Forces of Tibet A.R.

This paper is required if you want to travel to southern, eastern and western Tibet; for example, you will have to have this paper applied if your tour in Tibet cover such places as Gyangtse, Shigatse, Samye, Tsetang, EBC of Mt. Everest, Mt. Kailash, lake Manasarovar, ruins of Guge kindom, Shiquanhe town (Gar, the far western tip of Tibet)

you are free from this permit if your tour is limited in Lhasa city and places around Lhasa city,  for example, travel to Ganden monastery, Chupu monastery, Reting monastery, Tsigongti monastery, Lake Namtso, lake Yangdrok

this permit is issued by local millitary headquater.

in such conditions, you must have this paper processed before your trip into Tibet: (1) overland travel to Lhasa along sichuan-Tibet hgihway from Chengdu, along qinghai-Tibet highway/Qingh-Kang Tibet highway from Xining, capital of Qinghai province, along Yunnan-Tibet hgihway from Lijaing/Kunming of  Yunnan, and  along Xinjiang-Tibet highway from Kashigar of Xinjiang; (2) travel in eastern Tibet - Chamdo area, (3) travel to Mt. Kailash, lake Manasarovar and Gar in far west of Tibet
